How we got to this shape

Sized to your 80% peak plus 15% burst headroom, so the plan holds on the worst day rather than the average one.
HA pair: a standby copy in a second zone, which doubles instance and volume counts.
Linux images carry no licence uplift.
Production defaults applied: WAF, IPS, 35-day retention and 24/7 operations.

Shape, not hardware
The RAM-to-core ratio decides the flavour family before anything else — memory-bound and latency-bound workloads want different silicon.
Average vs peak
A wide gap between the two is an elasticity problem. We recommend scaling rather than a permanently larger, permanently idle server.
Operating system
Windows estates carry licence cost and mobility rules; Linux does not. Either way the licence sits inside the fee.
Environment
Production carries inspection, retention and 24/7 operations. Test and development do not need to pay for all of it.
Availability
Single-zone, HA pair or active-active changes how many copies of compute and storage you hold — the biggest single cost lever here.
