Build a workload scorecard

Score every critical application across:

SovereigntyWhat control and jurisdiction requirements apply?
PortabilityHow easily can the workload move?

GeographyWhere must users and data be located?
ResilienceWhat availability and recovery model is required?

Then make the infrastructure decision.
